Cloud is the “Loot”. Larisa doesn’t think she’ll actually get with Cloud, so she’s just “playing around”. She DOES, however, acknowledge that not every girl will “just play around”, and she’s telling Sandy to make a move. That last part is kinda saying “it would suck to miss your chance with him and have him get with someone else later”. Also, marriages are sometimes announced in the newspaper, so yeah.
