Hmm not really… the issue with FPS on games VS FPS on movies/cartoon is that FAST movement on cartoon are “smeared/blurred” while the single frames of a video game are not. This translates in a clearer difference in the frames of the game that make seeing the jerkiness of motion easier. That’s why a film at 24 FPS is smooth while a game at 24 FPS can appear jerky.
For the resolution thing it depends quite a lot on size and distance from the screen.
From 900p to 1080p on a 1080p screen you would have messed up pixel scaling that would be quite visibile, comparing two different native screen of the same size it may be apparent or not, I can say that going from 720p to 1080p was QUITE visible.

The issue with FPS isn’t so much how the game LOOKS, it’s how the game REACTS. Unlike film, videogames are user-interactive medium; the user isn’t just observing what’s on the screen, they’re actively reacting to and changing what’s on the screen. Assuming a perfect response time on the user’s end (and no input lag from peripherals/system), a 30FPS game will suffer ~60ms of input latency between when they see something on screen and their response to it takes effect.
In some games, this isn’t too important. In Civilization 5, you can tell the difference in animation smoothness between 30fPS and 60FPS, but you aren’t as likely to notice it negatively because it won’t impact gameplay. Conversely, when playing a first-person shooter, like Counterstrike, or Doom, or Titanfall (all of which are highly reliant on smooth aiming and movement), playing with 30FPS almost feels like playing DRUNK.
There’s also the fact that FPS is invariably tied to game performance, and something even more important than a high FPS is performance STABILITY. Lower-performing machines (consoles and lower-end PCs) that struggle to produce 30FPS under nominal conditions will suffer from more variant FPS when under load. Heck, part of what got me to build a PC was when I finally got sick of Fallout 3 on console chugging down to 10FPS in object-heavy areas.
tl;dr FPS is important for visuals, but the reason it’s vital to good gameplay is because videogames are a user input-output dependent medium. It’s not so much that you can see the difference, it’s that you feel the difference.

It’s a common misconception that the eye only sees 30FPS. In actual fact, the human eye sees a continuous image with no ‘frames’ (assuming I haven’t been mislead by the textbooks I’ve read). However, at about 30FPS, the brain can be tricked into thinking that it sees continuous motion and subconsciously fills in the gaps. The higher the FPS, the less ‘guesswork’ your brain has to do.
Although many people don’t notice the difference at all.
Man, I am just so used to 30 fps that, even when I drop to it, I just play anyways.

I’ll be honest… I also can’t tell the difference… Even between 1080 and 4k (got a 4k monitor), I don’t even notice the difference… at all, in quality.
So either my monitor does 1080p upscaling really effing good, or my eyes may as well be useless beads.
This isn’t the first time this argument’s surfaced on the ‘net. I know Larissa’s complaint is framed to be frivolous, based on nothing, and meant to show the smallest and inconsequential things that couples argue about. But Larissa’s still correct. Too many games now put graphics first and foremost, and gameplay enjoy-ability much farther down the list. But Landon’s position is right too- they’re looking at different parts of the same picture, looking at different key points, getting a different result from the same experience. There can be differences in picture quality, and there are situations where that can be important. And then there are situations where the “experts” should put their i-rattles down and go play Nethack.

I can understand not being able to see a difference between 900p and 1080p as when we get to this resolution and higher the eye becomes less able to see the difference. But I have seen notable differences between 30fps and 60fps. As a gamer we’re Fps can affect when you can notice a propblem, how fast you can react to a problem, and just how much Damage a Second you can do to an enemy; FPS really starts to matter. Give my 60fps any day and a resolution of 720p or higher.
Part of it is probably how much you have experienced each of the quality’s. I have only ever gamed at about 30fps, so I wouldn’t notice the difference. But with sound, I have a record player with inbuilt speakers, that sound terrible. But when I first got it, I thought it sounded fine. Then I hooked it up to some bass speakers. At first, I would have listened to either, but after a bit, without the bass sounded really bad.
