I doubt Sandra truly forced him into wearing women’s apparel, although she probably did suggest it. It does make one wonder if they’re overstepping boundaries to placate one another, but I’d like to believe Sandra would have simply accepted a no to the skirt. Plus as Richard pointed out, he went the whole nine yards on this outfit.
Who’s outfit is that, anyway? Anything Sandra owns would have been a bit on the small side for Cloud. Did she actually buy it specifically for him?

It’s absurd that only girls should be allowed to wear skirts. It’s not as if there was a law against boys wearing skirts. It’s just … people. Yes, people and their believes in how one should act properly. I do not like to be restricted to things because of my gender.

Now I’m reminded of “Billy Elliot” and one of Billy’s friends who was always cross-dressing and turned out to be gay, and nobody in the story made a big “thing” out of it.
Since we have a canon lesbian girl in this series, it wouldn’t be out of place to also have a canon gay boy show up sooner or later.
He could even have a crush on Landon (a canonically non-gay boy) leading to exploring themes of acceptance (of the person and their sexuality) and rejection (of their advances).

I don’t think it was shaming, but more curiosity. It is sometimes unfortunately fascinating to try and understand why someone else’s brain got wired up the way it did. Or why a fictional character got taken down a certain path by her author.
I will note, for the record, that Cloud typically wears baggy long pants that hide his legs. The only other major times of note where he isn’t, is when he’s wearing swim trunks.

Because it’s not a cross-dressing fetish (or even the more common kink) but rather she’s into “enclothed cognition”, she dresses in clothes that match her task at hand as it focuses your thoughts in the needed the needed directions.
