She is going to get Lilith’s essentials and personal items before the big breakout, since it will be the first place the cops will look.

In pannels 1 and 2 we can see a broken (and somehow patched) window and the door blocked with planks. For me it means that this building (and probably the surrounding ones) are uninhabited, empty, abandoned. If the whole area is empty, it’s a very good place to test Viv’s floating abilities. She is very cautious, but probably needs to test the Avaril on heights bigger than Baltor’s house.
There of course is a question: why is such densely built area abandoned? We know it was… maybe not crowded, but inhabited area 11 years ago.

You know, I don’t look up all the time. There is rarely anything interesting in the sky during the day. In a world dominated by magic a girl jumping off the roof of a building might just be normal.

I believe something worse than these murders 11 years ago happened in the Red Hall and it’s not abandoned. If 6 dead bodies in the area (Baras, unlucky guy in the window and [3 bad guys]) would be enough to cause people to flee from their homes and not come back after even 11 years from these events, probably the whole country would have been abandoned by now.
I don’t question the fact she knows the area is deserted – she had time to make sure about it.

Looking up all the time or not, if something fell of the roof 30 meters ahead of you, you would have probably noticed it. It’s more about how we unconsciously react to fast moving objects we see with the corners of our eyes (like a girl jumping off the roofs edge – it’s a fast action, after the take off and before she started floating [JB 12, pannel 5]). You don’t have to pay attention, you just notice the fact something moved in an unexpected spot.
Don’t tell me you wouldn’t notice a girl like Viviana floating form the sky and landing a few steps from you. 😛
For anyone to notice the action must be visibly different from the scene and within your forward field of view. Even with our peripheral vision we tend to dial out a lot of action to concentrate on the important stuff. That’s how slight-of-hand artists do their tricks: they are deceiving your sight by making you look away from what they want to hide.
And this is a world of magic. People falling down from the sky is probably a normal occurrence (especially when testing teleportation spells). If you are at thirty meters (one American football field, minus endzones and minus ten yards) you would notice her falling and then see her floating slowly at the end. You would probably shrug and continue on your way. Only if she went splat at the end would you have been shocked.

Although the takeoff was so much more dramatic than the landing, I fell like we’re missing something in-between.
I know lets do what ever I can to get sent to jail that way we only have to figure out how to break out instead of in.

Yes, she is glowing in the first panel. It’s the Avril, which, it appears, is the gem on her necklace.
