You can tell the comic was originally written for a European audience. The two-tone siren is a continental hallmark, compared to the UK or North American banshee wail.

We use the high-low siren as the “Yelp” setting for clearing intersections, so it gets heard in the USA too – just not as the primary.
And when running with gear or a patient hollering like it gets the message across much better. “Coming Through! One side, Make A Hole!” is language specific, “Weee-Oooo!” is universal.

Why assume that it’s typed blood? It could just be saline and/or general IV antibiotics.
