I implicitly said (or at least meant to say), that the cause of the black out is not unionised labour but the change of voltage (and frequency) of the supply network – caused by the German workers, they changed it to values they’re used to. 😛
In fact: A change of the mains frequency of less than 1 Hz alone can cause a huge black out, and has caused in RL.
