In the LAST panel (the bottom of the stairwell) or the THIRD panel? (which looks like the drinking district outside Ueno, which is part of Tokyo– but it looks like just about any drinking district in Tokyo.)
She’s most likely coming from her shift at a maid cafe.
I wonder where Richard’s briefcase went.
Oh well, with any luck the men he karaoke’d with have it.
And honestly, after a twelve-hour flight with crying babies, Richard’s got the second-best explanation for being unprepared.

I call BS on the last panel. You go down any stairs in Akihabara, you’re instantly surrounded by posters of naked anime girls. The only way stairs would have such a PG scene at the bottom, is if they are either going into the street, or the train station. And, actually, I don’t think the train station is downstairs in Akihabara. But hard to recall, since it’s generally easier to reach by just walking from Ueno through Ameno.

I’m getting an Excel Saga vibe from that last panel for some reason.
Roaming around Akihabara on Google Maps, the district appears to be on one level apart from rail lines / major roads which run on viaducts above. However, there are plenty of high rise buildings (and a bit of research indicates one Maid Cafe chain, who have a big advertisement outside the station, have no fewer than seven cafes in Akihabara alone!)
The station itself has conventional public area type stairways, so I’m guessing that as it’s the next morning, it’s at a hotel somewhere in the district. Hitomi may or may not be an employee.

Hotel employees in Tokyo don’t actually dress like that. This seems to be outside to me. I’m guessing that this place is quoted from a specific comic/anime/game, because we really don’t have enough information to identify it otherwise…

Around one kilometer south of Ueno station is the Tokyo Metro Hibiya line Naka-Okachimachi Station and the stairs and wall paneling on the street level entryways match the image. This location is directly north of Akihabara. At least this is my best guess…
I believe the location of the 3rd panel is the stairway right next to the entrance of the maid cafe frequented in Steins;Gate?

I honestly didn’t even consider the title before posting my comment. Now I’m 100% certain that it’s the MayQueen NyanNyan, after looking at how far away the real life equivalent is(Mai:lsh Cafe) on google maps, from Ueno. Now when I go in the summer I’ll have another landmark to visit, thanks Novil.

OMG. It was a long time since I read Sandra and Woo comics, so I decided to read from the start to remember the best moments and wow, read all the comics on the weekend. They do dress that way in Seoul. I terrified the poor girl at the hotel I stayed in because I am a 6’4” MeGook with dark hair, eyes, and (at the time) beard and was asking if there was a “convention” nearby, which sent a lot of wrong messages.
I was there to ask my wife’s father permission to marry- so no funny business implications. I did my best to explain that, which helped matters a bit.
