Now that we know the whole story and Eldor’s plan… it is probably Eldor that made sure that Oakdale’s bookseller had access to various “advanced” books.
Of course for “The Book” she is about to get in a few panels, but in general, it’s a good way to make sure your “chosen one” has access to various magic books from a young age. Since she is interested in magic from the beginning, her parents probably bought her magic books when she was a child, allowing her to progress quickly.
