I guess Powree was the police sketch artist. 🙂 The grand larceny isn’t a lie. The mass murder was a lucky guess. If it wasn’t, then who did Viv kill? Just how rough was the Boxing Bay sales that year? Eldor is in a good position to blame all his crimes on the SD’s. But since when did the SD’s commit high treason? They break into Parliament or something? They steal some fancy chairs from the House of Lords? Wheeling a few locked file cabinets into the teleporter would make for some both interesting and boring reading.

Like I said, lucky guess. They arrest Lillith for “suspicion of future crimes”. We don’t see any group in law enforcement that’s holding blue-wave seances to to inform them that Viviana is going to kill people in the future.
I found it amusing that the LIARS scrawl in over the Reward: 1000,000 thaler part. Did someone already try to turn Viviana in, at a future time, only to get turned down for the reward payout? Or do the local police ‘reduce the listed payout’ on their own decision often?
Obviously, the “high treason” is saying she’s Queen. Normally it would be just fraud, but because it’s true it’s high treason.
Eldor actually DID blamed something he did on Shadowdancers and it’s probably where the mass murder comes from.
The “Liars” is because there are still some people who trust her and while it SHOULD be over the crimes, drawing it over the reward serves as way to make less apparent how much the reward is.
