That Part of The Story always Confused me!
Why are they searching what is being taken out of the city? For that matter, are they searching what comes in? And if so, why?

I don’t remember having a full explanation about Eldor’s relation with San. They know each other, but how? Did Eldor helped her, trained her? For how long? How did he manage to manipulate her?

Probably just being cautious. Tensions are still high, there are 2-3 hostile factions out there, and still an unknown amount smuggling occurring. People are gonna be people.
