The mage in the 5th panel had better be planning some magic staff upgrades. I don’t know San De Vertis either, but a spell that destroys a world is harder than it sounds. An explosion might strip off about half a continent, or maybe cause some tsunami waves if done in the right place. But destroying a planet? Nah.

The mage in 5th panel is doing what he can on short notice. It’s apparently improvisation, while the other capitals have pre-prepared devices.
The spell she actually did cast changed laws of physics. On such scale, destruction of planet seems possible.

Really depends on the definition of “changing physics”.
Physics, as they work are incredibly fragile, you change one part of the basic building blocks and the entire house of cards falls apart.
If you just wanted to kill all life, you could transmute every oxygen atom on the planet into anything else, with the tiny of change of making it into fluorine or nitrogen (only a single step on the table of elements).
