I think the tatto has been added later, because otherwise most readers thought this guard was Ilias in disguise.
Pehaps he’s just a guard that got sick of his boss breaking the laws to suit his own agenda, and is on his way to broadcast the interrogation. A clear sign of how the government had been laying blame on the Shadowdancers for their own misdeeds…
