It’s too bad that Bahamut got killed. Like Eldor, what history had he seen, what could he tell the newer ages? A dragon, with a brain that big, couldn’t be discounted as a dumb animal. Whatever happened to the body? Are they selling cold cuts?
As for extracting Vivi’s memory, nobody is admitting what got extracted, and how fast the moving trucks are traveling.

I don’t know about the other questions, but for this one I can come up with reasonable answers:
– Hair-regrowing spells can be expensive (and not everybody can afford it),
– Some people might like their bald head (I don’t remember seeing many bald people in Gaia by the way?)
– Maybe the spell only works if your scalp is “able” to grow hair anyway: the spell just accelerate natural hair growth, re-growing Vivi’s hair in a short time, but would not work for bald people who can’t grow hair anymore.
