I don’t think we ever did get any detail about what difference she’s proposing to make, did we? That may be actually smart thinking from her. Talking about specific things, she may make mistakes. Talking in general terms like this, it sounds more abstract to people who have no idea what she speaks about (like Viviana, probably) but people who know still gets the main idea.
And she may be allowed to fill in the details later.
The beauty of how Viviana has handled San de Vertis, including following through on Santhilia is that she simultaneously recognised that she owes San for the medical treatment she needed, and has returned the favour by making a promise about Santhilia which will be followed through. If I remember rightly, she follows up by giving San a formal role before the end of the story.
