I think ‘Sandy’ was trying to confuse the crazy creep and let him make the assumption she wasn’t a ‘virgin’ without giving any specifics.
Chances are Sandy and Sandra are both still innocent and Cloud doesn’t have to worry about his mom cutting off parts of him.
Ohhhhhh, you shouldn’t have said that, Tommy. What does he mean, one and a half? I’m pretty sure Sandra hasn’t, well, done the deed with Cloud. Or has she? Now I’m curious.

1) She’s done it up the butt, or
2) Given that she’s 12, she doesn’t really count because twelve-year-olds aren’t supposed to have sex anyway.

At an extreme risk of repeating what several others have said:
*Tommy’s made a major mistake.
*Woo/Qoo might wind up making a major mistake.
*Tommy might wind up using his pistol, which can only end in one of two ways:
*horrifyingly OR
*hillariously

I was highly offended that the poll on the side had mouse and rat combined. Completely different animals. Rats are awesome, mice suck.

It could be as simple as the fact that she’s kissed Cloud.
Or again depending on the definition, that she’s gone through Sex-Ed.
Or occam’s razor: We’re supposed to wonder about it, and thats the punchline. (There is no real answer as to what it means).
This guy knows what he is doing. The best and only time to fight was before they were trussed and while he was close. They outnumbered him, and often gunshots fired in haste miss or are not fatal (80-90% survival rate), so there was a chance. Once tied up like that and in the vehicle, you’re done. No realistic hope of survival. The trope of ‘waiting for the right time’ in movies and TV works for drama, but is the opposite of what is your best real chance when dealing with someone who plans on really killing you.
Luckily this is a comic strip and Woo is sentient and can talk. So likely this will result in Woo having to go get help from the bad-ass friends Sandy has, and reveal to someone (Cloud, Larisa? Start your bets now) about his secret.
Well, obviously it’s not that Tommy doesn’t feel that Qoo is important enough to tie up. Its just that his virgin-radar is telling him that Qoo isn’t a virgin! He’s just being polite!

Ya, by some definitions simply kissing (in a romantic fasion, family kisses don’t count) is enough to not count as a virgin. I am guessing that is where half virgin comes from here.

Impressed with the bad guy’s trigger discipline. He doesn’t put his finger on the trigger, something trained people do for safety measures. Nice touch

How come I don’t see the eszett character in the German version of this strip?
Why are people questioning the “half virgin” part? Sandra/Sandy flat out said, whether or not any implications from it are true, that her virginity depends on your definition. Tommy is saying she’s a half virgin because that’s just a very simplistic version of what she said herself.

Pistol guy interrupts her, yelling “NOW do you see how hard it is to find a proper virgin?!”
So this “half-a-virgin” thing is really a callback to the previous page.
