It looks like a simple move, but can cause a great amount of movement behind the scenes where Scarlet won’t see. It’s an excellent move because that’s what obstructionists deserve.

Yeah, Scarlet’s possibly being a bit naive. She’s a teenager, and she’s beautifully written as a realistic one. But it’s also possible she’s right. Both scenarios have merit.
The release of a war criminal or some land would certainly be a big ask. Something Kirelia’s government feels is unacceptable, but which isn’t actually if as much is on the line as Scarlet believes.
There is a problem with playing any kind of games with a state: if they are losing, they can flip the board and make sure you lose even more. Depending on a good will and honesty of people in position of power is very risky.
