Also, why “Thou shalt not reply”? Wouldn’t it be more efficient to “Thou shalt not troll”?

First this IS an existing rule. (“Don’t feed the trolls”)
Second replying gives the trolls feedback and thus tells them that they reached an audience. And that they angered part of this audience (mission accomplished).
Plus it improves the visibility of trollposts.
