On the one hand, it could be argued that protesting is a direct attempt to undermine public order, depending on the behaviour and goals of the protestors. On the other, that is precisely the specious argument used by regimes that want an excuse to suppress protest by direct means.
Why does it have to be “specious”? It’s a legitimate function of government to maintain public order and citizen safety, and setting a clear standard for what that entails isn’t inherently bad the way you imply.
Not to mention, every “regime”, no matter how democratic, has its biases as to what it deems appropriate vs. inappropriate subjects to protest. Just look at the difference in treatment of civil rights protestors vs covid policy protesters in various Western countries.

I think the question of how much responsibility she has for the actions of those listening to her will be the most interesting bit. If she ends up “responsible” for everything done by someone who was seen in the square with her that’s very different than only being responsible if she actually told people that something should be done.
Well, the guardsman says that the perpetrator will be relentlessly persecuted, not that Scarlet will be hold responsible for her supporter’s actions. Unless of course she’s the one ordering the actions, but that’s clear.
